Chapter 719, Acts of 2010 entitled “Solid Waste Management – Recycling and Source Reduction Study,” and effective October 1, 2010 required the Maryland Department of the Environment (“MDE” or “Department”) to conduct a study to evaluate solid waste management processes that reduce the solid waste stream through recycling and source reduction.
