HB 179 Environment – Recycling – Apartment Buildings And Condominiums
Requiring owners or managers of apartment buildings or condominiums that contain 10 or more dwelling units to provide for recycling for residents on or before October 1, 2015; requiring that the recycling required under the Act be done in accordance with specified recycling plans; providing for a civil penalty for a violation of the Act; providing for disbursement of penalties collected under the Act to specified jurisdictions; etc.

HB 341 Environment - At-Store Recycling - Plastic Carryout Bags

Requiring the operator of specified stores to establish an at-store recycling program for plastic carryout bags; requiring specified stores to print or display specified language on plastic carryout bags; requiring specified stores to provide collection bins for the recycling of plastic carryout bags; etc.

HB 374 Maryland Green Purchasing Committee - Recycling Study - Polystyrene Foam

Requiring the Maryland Green Purchasing Committee to study the cost and feasibility of recycling polystyrene foam at State-owned facilities, including a specified cost comparison; and requiring the Committee, on or before January 1, 2012, to report its findings and recommendations to the Senate Education, Health, and Environmental Affairs Committee and the House Health and Government Operations Committee.

HB 389 Recycling - Bars and Restaurants - Beverage Containers

Requiring specified distributors, on or before January 1, 2014, to establish or participate in a program, approved by the Department of the Environment, for the collection and recycling of specified beverage containers; requiring specified owners and managers of bars and restaurants, beginning January 1, 2014, to separate, store, and arrange for the collection and recycling of specified beverage containers; etc.

HB 473 Environment - Landfills and Incinerators - Disposal of Waste

Prohibiting the disposal of specified electronic devices or printer ink or toner cartridges in landfills or incinerators.

HB 602 Environment - Recycling Pilot Program - Transit Stations

Requiring the Office of Recycling in the Department of the Environment, in consultation with the Department of Transportation, to establish a Transit Station Recycling Pilot Program.

HB 640 Task Force to Study Required Deposits on Returnable Beverage Containers

Establishing the Task Force to Study Required Deposits on Returnable Beverage Containers in the State; providing for the membership of the Task Force; requiring the Task Force to study specified issues relevant to requiring deposits on returnable beverage containers in the State; requiring the Task Force to report its findings and recommendations to the Governor and the General Assembly on or before December 31, 2011; providing for the staff of the Task Force; providing for the termination of the Act; etc.

HB 661 Prince George's County - Authority to Impose Fees for Use of Disposable Plastic Bags

Authorizing Prince George's County to impose, by law, a fee on specified retail establishments for use of disposable plastic bags under specified circumstances; and defining terms.

HB 817 Environment - Composting

Requiring the Department of the Environment to maintain information on its Web site to educate the public about composting and to promote composting in the State; requiring the Department, in consultation with the Department of Agriculture and the Maryland Environmental Service, to study specified matters related to composting, including specified information, and to make recommendations; etc.

HB 847 Permitting Process - Environmental Justice Review

Requiring the Department of the Environment, in consultation with the Commission on Environmental Justice and Sustainable Communities and the Department of Health and Mental Hygiene, to develop maps that identify environmentally stressed communities in the State; requiring an Environmental Justice Review as a condition of issuing or renewing specified permits; etc.

HB 881   Agriculture - Waste Kitchen Grease

Requiring, with specified exceptions, a person to register with the Department of Agriculture before transporting waste kitchen grease; requiring a specified person to submit a specified application to the Department in the form required by the Department; requiring the application to include specified information and fees; requiring the Department to register specified applicants and issue each registrant specified items; etc.

HB 897  Engine Coolant and Antifreeze Bittering Agent Act

Prohibiting a person from selling or offering for sale engine coolant or antifreeze that contains more than 10% ethylene glycol unless it contains not less than 30 parts per million nor more than 50 parts per million denatonium benzoate; granting immunity from liability to persons that manufacture, process, distribute, recycle, or sell engine coolant or antifreeze with denatonium benzoate in concentrations required by the Act; etc.

HB 1034  Clean the Streams and Beautify the Bay Act of 2011

Prohibiting a store from providing disposable carryout bags unless the bags meet specified requirements; requiring a store to charge and collect a fee for each disposable carryout bag the store provides to a customer; requiring the operator of a store to remit a specified amount of money to the Comptroller; requiring the Comptroller to distribute specified amounts of money to the Department of Labor, Licensing, and Regulation, Chesapeake Bay Trust, and Department of Human Resources for specified purposes; etc.

HB 1160   Creation of a State Debt - Prince George's County - New Horizons Disability Job Training and Recycling Center

Authorizing the creation of a State Debt in the amount of $200,000, the proceeds to be used as a grant to the Board of Directors of the New Horizons Supported Services, Inc. for the acquisition, planning, design, repair, renovation, and construction of the New Horizons Disability Job Training and Recycling Center; providing for disbursement of the loan proceeds, subject to a requirement that the grantee provide and expend a matching fund; establishing a deadline for the encumbrance or expenditure of the loan proceeds; etc.
