MRN News Brief: Buy Recycled Webinar & Legislative Update

Published on 2/20/2026

🖥️ Webinar Recap: Looking to turn ambitious recycling goals into actionable policy? Baltimore County is one jurisdiction that is doing just that!

On February 11, Richard Keller, Baltimore County’s Recycling and Waste Prevention Manager, walked us through the background and evolution of the County’s Buy Recycled and Environmentally Preferable Products and Services Policy. Introduced in April 2025, the policy guides procurement teams to prioritize recycled content and environmentally responsible products and services whenever it’s feasible to do so.

During the webinar, Keller shared practical advice for jurisdictions looking to launch similar efforts. Following his presentation, Rebecca Culler, Deputy Division Chief of Solid Waste at the Maryland Environmental Service, led a Q&A session where attendees exchanged ideas and received clear, actionable answers. A key takeaway? If you’re not buying recycled, you’re not recycling.

Listen to the Buy Recycled discussion here. You’ll come away with strategies and talking points to help build support for adopting comparable policies in your own community.
